Concurring Parties. Collectively refers to parties (not Signatories or Invited Signatories) with a demonstrated interest in the undertaking, who agree, through their signature, with the terms of this Agreement. Concurring Parties may propose amendments to this Agreement.

Parties identified during the development of this PA include: the NTHP, HHF, Office of Hawaiian Affairs (OHA), and NHO. The Marine Corps may invite additional organizations and individuals to become Concurring Parties in the future, based on expression of interest and involvement with historic preservation issues. In some instances, as noted in the Stipulations below, parties that elect not to sign the PA as Concurring Parties will still have an opportunity to participate in certain aspects of the PA, such as Design Review or ongoing NHO consultations.

Concurring Parties. Concurring Parties are Consulting Parties who have expressly agreed by signing this Programmatic Agreement (PA) to participate in the consultations and concur with the terms of the agreement for purposes of meeting the goals of historic preservation. Concurring Parties have only agreed to participate in the consultation process as outlined in the PA; it is understood that their participation does not necessarily imply an endorsement of the project in part or as a whole. Concurring Parties who refuse to concur in the agreement do not invalidate the agreement (36 CFR 800.6(c)(3)).
