Conduct an Inventory of Existing Conditions. The consultant will inventory and review data pertaining to existing conditions in the downtown area including but not limited to: • Blight/vacant lots • Commerce/economics • Connections from Main Street Square to SDSM&T and to the Civic Center. • Cultural assets • Historic structures and facades • Housing • Land Use • Landscaping • Lighting • Parking – on street and off street • Public spaces • Transit facilities and ridership • Utilities • Vehicular and bicycle/pedestrian circulation • Zoning (patterns and regulations)
