Continuing Contracts. A. A continuing contract is a contract that remains in effect until the teacher resigns, retires, or until it is terminated or suspended. B. A continuing contract shall be granted only to teachers who have provided notice of their eligibility, by submitting the Continuing Contract Request Form to Human Resources, by the 15th day of September of the year the teacher becomes eligible (the parties agree that “the year the teacher becomes eligible” means this is the third or seventh year depending upon when the initial educator license was issued) for a continuing contract and who have met one of the following criteria: 1. The teacher holds a professional, permanent, or life teacher’s certificate; 2. The teacher meets the following conditions: a. The teacher was initially issued a teacher’s certificate or educator license prior to January 1, 2011. b. The teacher holds a professional educator license issued under O.R.C 3319.22 or 3319.222 or former O.R.C. 3319.22 or a senior professional educator license or lead professional educator license issued under O.R.C. 3319.22. c. The teacher has completed the applicable one of the following: i. If the teacher did not hold a master’s degree at the time of initially receiving a teacher’s certificate under former O.R.C 3319.22 or an educator license, thirty (30) semester hours of coursework in the area of licensure or in an area related to the teaching field since the initial issuance of such certificate or license, as specified in rules which the state board of education shall adopt; ii. If the teacher held a master’s degree at the time of initially receiving a teacher’s certificate under former O.R.C. 3319.22 or an educator license, six (6) semester hours of graduate coursework in the area of licensure or in an area related to the teaching field since the initial issuance of such certificate or license, as specified in rules which the state board shall adopt. 3. The teacher meets the following conditions: a. The teacher never held a teacher’s certificate and was initially issued an educator license on or after January 1, 2011. b. The teacher holds a professional educator license, senior professional educator license, or lead professional educator license issued under O.R.C. 3319.22. c. The teacher has held an educator license for at least seven (7) years. d. The teacher has completed the applicable one of the following: i. If the teacher did not hold a master’s degree at the time of initially receiving an educator license, thirty (30) semester hours of coursework in the area of licensure or in an area related to the teaching field since the initial issuance of that license, as specified in rules which the state board shall adopt; ii. c. The teacher has completed the applicable one Professional Educator License must also meet either of the following:
i. (1) If the teacher did not hold a master’s masters degree was held at the time of initially receiving a teacher’s certificate under former O.R.C 3319.22 or an educator license, thirty (30) semester hours of coursework in the area of licensure or in an area related to the teaching field since the initial issuance of such certificate or license, as specified in rules which the state board of education shall adopt;
ii. If the teacher held a master’s degree at the time of initially receiving a teacher’s certificate under former O.R.C. 3319.22 or an educator license, six (6) semester hours of graduate coursework in the area of licensure or in an area related to the teaching field since the initial issuance of such the certificate or license; or
(2) If no masters degree was held at the time of initially receiving a certificate or license, as specified 30 semester hours of coursework in rules which the state board shall adoptarea of licensure or in an area related to the teaching field since the initial issuance of the certificate or license.
3. The teacher meets the following conditions:
a. b. The teacher never held a teacher’s certificate and was initially issued an educator license on or after January 1, 2011.
b. (1) The teacher holds a professional educator license, senior professional educator license, license or lead professional educator license issued under O.R.C. 3319.22section 3319.22 of the Revised Code.
c. (2) The teacher has held an educator license for at least seven (7) years.
d. (3) The teacher has completed the applicable one of the following:
i. If the teacher did not hold a master’s degree at the time of initially receiving an educator license, thirty (30) semester hours of coursework course work in the area of licensure or in an area related to the teaching field since the initial issuance of that license, as specified in rules which the state board shall adopt;
ii. If the teacher held a master’s degree at the time of initially receiving an educator license, six (6) semester hours of graduate coursework course work in the area of licensure or in an area related to the teaching field since the initial issuance of that license, as specified in rules which the state board shall adopt.
C. Nothing in this section c. Teachers eligible for continuing service status shall be construed those teachers qualified as to void certification/licensure, who within the last five (5) years have taught for at least three (3) years in the Waterloo Local School District.
d. The Superintendent may recommend reemployment of such teacher under a limited contract for not to exceed two (2) more years, provided that written notice of the intention to make such recommendation has been given to the teacher, with reasons directed at the professional improvement of the teacher, on or otherwise affect before the thirtieth (30th) day of April; and provided that written notice from the Board of its action on the Superintendent’s recommendation has been given to the teacher, on or before the thirtieth (30th) day of April; but, upon subsequent reemployment, only a continuing contract may be entered into prior into.
e. A teacher eligible for continuing contract status, employed under an additional limited contract for not to October 1exceed two (2) years, 2012pursuant to written notice from the Superintendent of his/her intention to make such recommendation, is, at the expiration of such limited contract, deemed reemployed under a continuing contract at the same salary plus any increment granted by the salary schedule; unless the Board, acting on the Superintendent’s recommendation as to whether or not the teacher should be reemployed, gives such teacher written notice of its intention not to reemploy him/her on or before the thirtieth (30th) day of April. f. When a teacher holding a continuing contract in another Ohio District is employed, State law shall be followed in offering a continuing contract after two (2) years of successful teaching in the Waterloo Local Schools. The two

C. Nothing in this section c. When a teacher becomes eligible, during the life of a limited contract, for a continuing contract, he/she may notify the Superintendentin writing by September 1 requesting such consideration. Upon receipt of such notification, the Superintendent shall be construed meet with the teacher to void or otherwise affect check the records to determine the teacher's eligibility for a continuing contract. If eligible, and if the teacher has had successful evaluations and an acceptable record under Article 6.P, the Superintendent shall recommend and the Board shall enter into a continuing contract entered into prior with the teacher for that school year regardless of the teacher's current limited contract status. If the evaluations and Article 6.P record are not successful to October the degree that a continuing contract is merited, the teacher shall retain his/her current limited contract length and shall become eligible for a continuing contract pursuant to section "d" below. A teacher who has received a professional certificate and who is teaching under an expiring limited contract shall be eligible for a continuing contract as provided under Ohio law. For teachers eligible for continuing contract status as provided for in section "b" herein the Board reserves its legal prerogative to grant one additional limited contract. The issuance of the additional limited contract, which shall be for either one or two years, shall be governed by the following procedures:
(1) Prior to May 10, 2012the teacher shall be provided written recommendations directed toward such teacher's professional improvement.
(2) The Board of Education shall take action and shall provide to such teacher written notice of its action adopting the Superintendent's recommendation on or before June 1. Only one such probationary limited contract shall be granted to any teacher, and at the end of its term, such teacher will, if reemployed, be granted a continuing contract. This section is intended to supersede any conflicting provisions of Ohio Revised Code sections 3319.08 and 3319.11 regarding notification requirements for continuing contract; and the awarding of extended limited contracts.

Within ten (10) days of the receipt of that request, the Superintendent shall respond, in writing. The Board may grant a continuing contract prior to October 1, 2012the end of a multi-year limited contract upon recommendation of the Superintendent.
