CONTRACT GRIEVANCE PROCEDURE. The procedures set forth in Section C shall be applicable to all contract grievances subject to grievance under the policy statement above. 1. Any computations of time requirements set forth in this article which refer to "working day" shall be computed on the basis of a five (5) day work week, Monday through Friday, excluding holidays. 2. Grievances not filed or submitted within the time limits set forth below shall be rendered invalid and not subject to this grievance process. However, the time limits specified below may be extended by mutual agreement of the parties. 3. Should the City personnel fail to answer the grievance in the time limits established, the matter will automatically go to the first possible City Council meeting. 4. Any employees, informally seeking or formally filing a request to have employee’s grievance reviewed, shall not be discriminated against while doing so or testifying on behalf of another employee or assisting another employee to prepare a grievance report or acting as a representative of any employee requesting a grievance review. 5. An Association Grievance Committee shall be established consisting of three members. Such Committee shall be selected in a manner to be determined by the Association membership. The purpose of the Association Grievance Committee is to aid the Association and employee in the resolution of the grievances or to determine whether to pursue the matter through the grievance procedure. The Association shall furnish the City with the names of the Grievance Committee members on or before July 1st of each year, and any changes to the Committee as they may occur. 6. In the event the City schedules a grievance meeting while members of the grievance committee or the aggrieved is on shift, the City shall grant time off with pay for those employees affected. 7. All grievances must be filed in writing with the Association Grievance Committee within fourteen (14) calendar days after the matter in dispute or disagreement is alleged to have occurred. 8. Nothing herein shall preclude any employee from discussing employee’s grievance with the immediate supervisor up to and including the Police Chief or his designee to resolve the problem informally. STEP 1: The Association grievance committee, upon receiving a written and signed request, shall determine if a grievance exists. If, in their opinion, no grievance exists, the matter will be deemed settled. STEP 2: If a grievance exists, the grievance committee shall, with or without the physical presence of the aggrieved employee, within ten (10) working days from receipt of the grievance, present a signed written grievance to the Police Chief or his designee. STEP 3: The Police Chief or his representative shall arrange for such meetings with the grievance committee and make such investigations as are necessary within ten (10) working days of his receipt of said grievance. By that time, the Police Chief will respond in writing concerning the grievance. If the response does not resolve the grievance, it may proceed to Step 4.

CONTRACT GRIEVANCE PROCEDURE. 8.1 It is the declared objective of the parties to encourage the prompt and informal resolution of employee grievances as they arise and to provide recourse to orderly procedures for the satisfactory adjustment of grievances. The procedures set forth in Section C Union or any employee may file a grievance, as hereinafter defined, and shall be applicable to all contract grievances subject to grievance under afforded the policy statement abovefull protection of this Agreement.

Any computations of time requirements set forth in this article which refer to "working day" 8.2 No matter shall be computed on entertained as a grievance hereunder unless it is raised with the basis other party within ten (10) business days after the occurrence of a five (5) day work week, Monday through Friday, excluding holidays.
2. Grievances not filed or submitted within the time limits set forth below shall be rendered invalid and not subject event giving rise to this grievance processthe grievance. However, where the employee did not know or could not have known of the occurrence of the event giving rise to the grievance within the ten (10) business day time frame, the employee will not be penalized for failing to satisfy the time limits specified below may be extended by mutual agreement requirement. The employee must, however, raise the matter with the other party within ten (10) business days once the occurrence of the partiesevent is known or should have been known.
3. Should 8.3 Controversy between the City personnel fail to answer Employer and the Bargaining Agent or any employee concerning the interpretation, enforcement or application of any provision of this Agreement, concerning any of the terms or conditions of employment contained in this Agreement shall be considered a contract grievance and adjusted in the following manner:
(a) If the grievance in is not resolved by the time limits establishedprovisions of Step I, the matter will automatically go to Union Executive Board shall consider the first possible City Council meeting.

The purpose merits of the Association Grievance Committee is to aid the Association grievance and employee in the resolution of the grievances or shall have sole authority to determine whether to proceed with the grievance. If the Executive Board decides to pursue the matter through the grievance procedure. The Association grievance; it shall furnish the City with the names of the Grievance Committee members on or before July 1st of each year, be reduced to writing and any changes submitted to the Committee as they may occur.
6. In the event the City schedules a grievance meeting while members of the grievance committee or the aggrieved is on shift, the City shall grant time off with pay employee’s Department Head for those employees affected.
7. All grievances must be filed in writing with the Association Grievance Committee adjustment within fourteen (14) calendar business days after of the matter in dispute or disagreement is alleged to have occurreddivision head’s response.
8. Nothing herein (b) The Department Head shall preclude any submit his/her answer to the Union Business Agent with a copy to the Personnel Department and the employee from discussing employee’s grievance with the immediate supervisor up to and including the Police Chief or his designee to resolve the problem informally.
STEP 1: The Association grievance committee, upon receiving a written and signed request, shall determine if a grievance exists. If, in their opinion, no grievance exists, the matter will be deemed settled.
STEP 2: If a grievance exists, the grievance committee shall, with or without the physical presence of the aggrieved employee, involved within ten (10) working business days from of the receipt of the grievance, present a signed written grievance to the Police Chief or his designee. STEP 3: The Police Chief or his representative shall arrange for such meetings with the grievance committee and make such investigations as are necessary within ten (10) working days of his receipt of said grievance. By that time, the Police Chief will respond in writing concerning the grievance. If the response does not resolve Department Head fails to respond to the grievancegrievance within the ten (10) business days, it the grievance shall be considered denied and the grievant may proceed advance the grievance to Step 4the third step of the grievance procedure.
