Contractor Team Arrangement Other Than Joint Venture. If an offeror wishes to receive credit for the experience or past performance of a subcontractor, the offeror must submit a letter of commitment to use the proposed subcontractor on the project, signed both by the subcontractor and the offeror. The commitment letter must be submitted even if the subcontractor is in some way affiliated with the offeror (for example, the subcontractor is a subsidiary of a joint venture partner, or a subsidiary of a firm to which the joint venture partner is also a subsidiary). Include the subcontractor letters of commitment in Volume 1, under “Attachments: Joint Venture Arrangements, Contractor Teaming Agreements, and/or Subcontractor Letters of Commitment. Subcontractor letters of commitment will not be counted towards the page limit for that Factor. (Note: letters of commitment are only required if the offeror is submitting a subcontractor project for consideration under 3.2 and 3.3 above.)   • Billing Arrangements Unless otherwise agreed to in writing, you will receive a consolidated bill from the LDU for each billing period containing both the electric supply services provided by Starion and the services provided by your LDU. Your LDU will set your payment due date and payment address. You will continue to make payment for all of these services to the LDU in accordance with the payment terms stated in the LDU’s tariffs.
