Criticism. Any charge or complaint made by a public citizen shall be registered with the administrator or immediate supervisor at the facility. This complaint will be dealt with and resolved at the lowest possible level. Any charge which is serious enough to result in disciplinary action must be in writing. Charges or complaints which are withdrawn or shown to be false shall not be utilized in any disciplinary or dismissal procedure against the ESP.
