Definition and Scope of a Grievance. a) A grievance may be filed by an employee, a group of employees or, under circumstances described in Section 21.06 of this section, by the Association, of a management interpretation or application of this Memorandum of Understanding, the County Personnel Ordinance or the Personnel Rules. b) Specifically excluded from the grievance procedure are subjects involving the amendment of a state or federal law; Board of Supervisors' resolution, ordinance, or minute order; disciplinary actions except as provided in Section 20.05, performance evaluation, denial of merit increases, discriminatory acts, or other matters which have other means of appeal.
