Definition and Scope of a Grievance. a. A grievance may be filed by an employee, a group of employees, or by the Association of a management interpretation or application of this Memorandum of Understanding, the County Personnel Ordinance or the Personnel Rules. b. Specifically excluded from the grievance procedure are subjects involving the amendment of state or federal law; Board of Supervisors’ resolution, ordinance or minute order; disciplinary actions except as provided for in Section 16.03; discriminatory acts; or other matters which have other means of appeal. c. The County has the sole authority to decide what proceeds to arbitration, except as required by law.
