Definition of City Obligations. The intent of the parties to this MOU is that the contractual attempt to define City obligations and responsibilities does not, and is in no way intended to, diminish the rights of the Union. The Union reserves, retains, and is vested with all rights applicable under California and/or federal law or as contained in this MOU.
