Development Needs and Growth Potentials. Ireland has a broad range of development needs which span ten of the eleven thematic objectives defined in the EU regulations governing use of the ESI Funds (the exception is the objective relating to institutional capacity). Development needs also emerged as a result of submissions, consultations, analyses and evaluations completed for each of the OPs.
