Regional development. 1. The Parties shall strengthen cooperation on regional development and land-use planning.
2. To this end, the Parties shall encourage the exchange of information by national, regional and local authorities on regional and land-use planning policy and on methods of formulation of regional policies with special emphasis on the development of disadvantaged areas. They shall also encourage direct contacts between the respective regions and public organisations responsible for regional development planning with the aim, inter alia, to exchange methods and ways of fostering regional development.

To this end, any of the following measures may be taken: - exchange of information by national, regional or local authorities on regional and land-use planning policy, and, where appropriate, the provision of assistance to Estonia for the formulation of such policy, - joint action by regional and local authorities in the field of economic development, - study of a joint approach towards the development of inter-regional cooperation with Baltic Sea regions in the Community, - exchange of visits to explore cooperation and assistance opportunities, - exchange of civil servants and experts, - provision of technical assistance with special emphasis on the development of disadvantaged regions, - establishment of programmes for the exchange of information and experience, by methods including seminars.

Regional development. Deployment of Broadband infrastructure and Next Generation Access helps to resolve many of the key issues associated with remote regions thereby enhancing the local productivity capacity of local economies. Broadband is a key investment strategy in addressing regional imbalances between Member States and in regions within Member States. Ireland lags behind the EU and OECD average with regard to total fixed broadband take-up (excluding mobile). The chart below shows Ireland has a relatively low level of Next Generation Access coverage when compared to other Member States, particularly in areas outside of the main urban centres where coverage is less than 10%. 1. With regard to health and safety, the parties shall develop cooperation between them with the aim of improving the level of protection of the health and safety of workers. The cooperation shall include notably: — education and training on health and safety issues with specific attention to high risk sectors of activity, — development and promotion of preventive measures to combat work-related diseases and other work related ailments, — prevention of major accident hazards and the management of toxic chemicals, — research to develop the knowledge base in relation to working environment and the health and safety of workers.
2. With regard to employment, the cooperation shall include notably technical assistance to: — optimisation of the labour market, — modernisation of the job-finding and consulting services, — planning and management of the restructuring programmes, — encouragement of local employment development, — exchange of information on the programmes of flexible employment, including those stimulating self-employment and promoting entrepreneurship.
3. The Parties shall pay special attention to cooperation in the sphere of social protection which, inter alia, shall include cooperation in planning and implementing social protection reforms in the Republic of Kazakhstan. These reforms shall aim to develop in the Republic of Kazakhstan methods of protection intrinsic to market economies and shall comprise all directions of social protection.

An important subtext of the program will be to highlight the attractiveness of Arlington County and the Commonwealth as a location for Virginia and non- Virginia companies to locate to pursue successful national security related business opportunities and growth. Marketing activities will primarily focus on technology regions, such as Silicon Valley, which has a strong and well-established entrepreneurial culture, but would benefit from closer and more active connections to national security customers located in Arlington County (Virginia). Marketing goals and objectives will reached through traditional business development tactics (attendance at conferences, PR and social media), as well as through the utilization of non-traditional means (identification and dissemination of contracting opportunities and vehicles). Activities will be tracked through the metric of companies attracted.

1. With regard to health and safety, cooperation between the Parties shall aim at improving the level of protection of the health and safety of workers, taking as a reference the level of protection existing in the Community, in particular through: - the provision of technical assistance, - the exchange of experts, - cooperation between firms, - information and training operations.
2. With regard to employment, cooperation between the Parties shall focus in particular on: - organization of the labour market, - job-finding and careers advice services, - planning and realization of regional restructuring programmes, - encouragement of local employment development. Cooperation in these fields shall be realized through actions such as the performance of studies, provision of the services of experts and information and training.
3. With regard to social security, cooperation between the Parties shall seek to adapt the social security system in Poland to the new economic and social situation, primarily by providing the services of experts and information and training.
