DISCIPLINE WITH RIGHT TO FORMAL HEARING. 17.3.1 For the purposes of the procedures set forth herein, discipline is deemed to be: a. Suspension without pay for more than three (3) days; b. Reduction in compensation, a change within the range from the existing step to a lower step for a duration of one or more work weeks; c. Involuntary reassignment, the direct change of an assignment to a position other than that occupied by the incumbent without his/her voluntary consent; d.
