District Grounds. The grounds of the District, including sidewalks, streets, plazas, quadrangles, patios, knolls, lawns and similar or related open space of the District are public forums, available for the exercise of Academic Freedom and Free Expression, except as may be limited by narrowly tailored, content-neutral, time, place and manner restrictions designed to serve a significant public interest.
