DRUG AND ALCOHOL PROCEDURES. 15.1 The Employer and the Union recognize illegal drug usage and impairment due to alcohol are threats to the safety of the employees and the public. The goal of the drug and alcohol testing program is prevention of abuse, the dangers arising there from and, where possible, rehabilitation. It is the intent and obligation of Employer to provide an environment that is productive, safe and free of substance abuse, therefore, the unlawful manufacture, distribution, dispensation, possession or use of alcohol, a controlled substance, or illegal drug on Employer premises or the improper use of legal drugs and alcohol is prohibited.
