Education Reimbursement. a. Employees shall be eligible for reimbursement of 75% of the expense of tuition, including books, for courses of study relevant to their Department that they successfully complete, provided: It is requested that the Employee provide by November 15th a plan for the upcoming fiscal year for budget planning purposes that includes the number of courses he/she expects to take and the estimated costs for tuition and fees. Each such course of study must be, in the judgment of the Town Administrator, relevant to the work done by the Employee in his current position or performed in Union positions to which such Employee might reasonably be promoted. No reimbursement shall be paid for any such course of study unless the course has been approved in advance by the Town Administrator, upon the recommendation of the Director. Any Employee pursuing a second degree/license on or before July 1, 2023 will be grand-fathered from this provision, but will not be reimbursed for any subsequent degrees/licenses. In courses that are graded, a grade of “C” or better must be obtained. The Town will reimburse for the cost of tuition and books for a course, up to the maximum allowable educational assistance exclusion under Section 127 ($5,250 for 2022) per fiscal year, per Employee. b. If an Employee who has received a reimbursement voluntarily quits or retires or is discharged from the Town’s employ within two (2) years after having been reimbursed, the Town shall be entitled, without prior notice, to deduct from the Employee’s final pay and other monies due the Employee upon termination of employment an amount equal to the applicable reimbursement.

Education Reimbursement. a. Employees 35.01 The Board shall provide for members $55,000 annually for tuition and college fee reimbursement for course work which is related to the member’s teaching or certification field(s). Course work which is not related to the member’s teaching or certification field(s) will not be reimbursed unless approved by the Superintendent/designee. 35.02 A member must be employed by, on approved leave from, or on a recall list to the district during the fall following the term(s) in which he/she has taken course work in order to receive reimbursement. 35.03 The amount of reimbursement shall be eligible for prorated and determined by the number of members participating and the amount of course work approved during the previous year, but in no case shall reimbursement of exceed 75% of the expense cost of tuition, including books, for courses of study relevant to their Department that they successfully complete, provided: It is requested that the Employee provide by November 15th a plan for the upcoming fiscal year for budget planning purposes that includes the number of courses he/she expects to take and the estimated costs for tuition and college fees. Each such A year shall be defined as September 1 through August 31. After all education reimbursements have been made, any leftover funds shall be rolled over to the next year and added to the annual amount. 35.04 Only course offerings from a four-year college or university, or extension thereof, will be accepted unless approved by the Superintendent/designee. 35.05 Unless approved by the Superintendent/designee, tuition for undergraduate courses will not be reimbursed unless there is a direct relationship to the current teaching responsibility or certification area(s) of study must be, the member or unless the course is a Superintendent/designee approved course sponsored by the District. 35.06 Application for reimbursement shall be made to the Superintendent/designee prior to starting the course work. 35.07 Members who qualify shall receive reimbursement in the judgment second paycheck of the Town Administrator, relevant October. Education Reimbursement. a. Employees The Employer agrees to maintain an education reimbursement program throughout the duration of this Agreement. The Employer agrees to reimburse tuition costs up to the amount of Three Thousand Dollars ($3,000.00) each calendar year for approved course work for an eligible regular full-time employee who has satisfactorily completed an educational course in a program that leads to a degree that must benefit the Company, i.e. Social Work, Psychology, Counseling or related Health Sciences, Business Administration or Liberal Arts Degree at an accredited college, university, or other institution of higher learning. Tuition reimbursement is a qualified business expense. In order to adhere to the IRS business expense guidelines employees must submit for reimbursement within 60 days after completion of the class. All requests for reimbursement must be obtainedsubmitted using the Company designated expense system within 60 days of the expense being incurred. The Town Employees who do not submit expenses within 60 days will reimburse for the cost of tuition and books for a course, up to the maximum allowable educational assistance exclusion under Section 127 ($5,250 for 2022) per fiscal year, per Employee. b. Education Reimbursement. a. 26.01 In order for a regular employee to be eligible for reimbursement of tuition, registration and book costs of approved courses taken on an employee's own time, an employee shall complete the "Prior Approval for Tuition/Course Reimbursement" (PM‐16) form and submit it during the budgeting process. The funds must be available from within the department's budget and the employee, before registering, shall have received the approval of the Department Manager and the City Manager. Employees shall keep in mind that due to budgeting restraints, the City is under no obligation to approve all employee requests. Funds allocated to departments' budgets shall be divided amongst those employees making the request in a fair and equitable manner. Courses taken at an accredited college, university, high school, business or technical school, or courses given by a recognized correspondence school shall be approved when they are: A. Related to the employee's present position in the City. B. Related to the employee's potential development with the City. C. Part of a program leading to a degree related to the employee's present position or potential for development. Further, an employee may apply for a reimbursement of required fees pursuant to the following: A. The employee shall submit a copy of all receipts. B. The employee shall complete and pass the course with a grade of "B" or better or in the case of a pass/fail course, achieve a passing grade to receive full reimbursement. If the employee completes and passes the course with a grade of "C," they shall receive 50% reimbursement of approved costs. C. If the City reimburses for books, then the City shall retain the books for a Departmental Library which is established for employee's use. D. If the employee wants to keep the books, then the City shall not reimburse the employee for that cost. E. It is also understood that no service fees shall be paid by the City if the employee pays by installment plan or uses a credit card. Education Reimbursement. a. Employees In addition to training provided by the City, each employee shall be eligible for reimbursement of 75% of for voluntary education, training, and professional development as well as college level coursework. Education reimbursement monies shall only be applied to the expense verified cost of tuition, including registration, course-related books, parking and laboratory fees for courses the approved education program. In order to be eligible for education reimbursement for college coursework as described herein employees must have attended a college or university accredited by the Western Association of Schools and Colleges (WASC) or an equivalent accrediting organization. Tuition shall not be granted for on-line attendance or other attendances at what are referred to as “degree xxxxx.” For purposes of this MOU only, a “degree mill” is an organization that awards academic degrees and diplomas with substandard or no academic study relevant and without recognition by official educational accrediting bodies. These degrees are often awarded based on vaguely construed life experience. Some such organizations claim accreditation by non-recognized/unapproved accrediting bodies set up for the purposes of providing a veneer of authenticity. Employees should submit a request for Education Reimbursement prior to their Department that they successfully completethe scheduled program and obtain approval from the Human Resources Manager or his/her designee. Proof of completion of the approved education program or college course work shall consist of a certificate of completion, provided: It or other verification of participation, or a college transcript showing a letter grade of "C" or better, or in cases where no letter grade is requested given, a certificate of completion or written proof that the Employee provide by November 15th college course work was completed in a plan for the upcoming fiscal year for budget planning purposes that includes the number of courses he/she expects to take and the estimated costs for tuition and feessatisfactory manner.
