Educational Incentive. Section 20.01 - In order to furnish an incentive for Officers of the Town of Rome Police Department who desire to participate in criminal justice educational programs on their own time, an educational incentive program is hereby established. Section 20.02 - All Officers who have completed their probationary period as outlined in Section 4.02 and who desire to participate in this program shall submit their request to the Chief of Police for the Town Board approval, by July 15th, for the following year’s classes, stating the school which they desire to attend, the subjects of instruction, the number of credits and the tuition costs for such attendance. Section 20.03 - Upon successful completion of each course taken while employed by the Town the Officer shall present to the Chief of Police an official school record indicating at least a "C" or 2.0 on a 4.0 scale in the subjects taken in that semester together with an application for reimbursement of the tuition costs by the Town Board. In addition, the Officer shall submit documentary evidence indicating that the tuition costs have been paid by him/her. Upon compliance with the provisions of this section, reimbursement of the tuition costs of up to 9 credits per Officer per year shall be made by the Town Board. No reimbursement shall be made for tuition costs which have been paid under any veterans benefit program or other program of a similar nature. Educational Incentive. Section 20.01 - In order SECTION 1: After one (1) year of service in the department, unit employees of the Danvers Fire Department shall receive educational incentive payments as are set forth herein to furnish further their education in courses in a Fire Science program at an incentive approved college level educational institution as follows:
a) The Employer will reimburse the employee for Officers one half (1/2) of their necessary books actually purchased in the course. When the required text is in criminal justice educational programs on their own time, an educational incentive program is hereby established.
Section 20.02 - All Officers who have completed their probationary period as outlined in Section 4.02 and who desire to participate in this program shall submit their request the library it will be loaned to the Chief employee instead of Police for the Town Board approval, by July 15th, for the following year’s classes, stating the school which they desire purchase of a new book. Payments owed employees pursuant to attend, the subjects of instruction, the number of credits and the tuition costs for such attendance.
Section 20.03 - Upon successful completion of each course taken while employed by the Town the Officer shall present to the Chief of Police an official school record indicating at least a "C" or 2.0 on a 4.0 scale in the subjects taken in that semester together with an application for reimbursement of the tuition costs by the Town Board. In addition, the Officer shall submit documentary evidence indicating that the tuition costs have been paid by him/her. Upon compliance with the provisions of this section, reimbursement of the tuition costs of up to 9 credits per Officer per year sub-section shall be made by the Town BoardEmployer at the same time as all other Fire Department bills are normally paid monthly, after the employee’s submission to the Employer of a receipted bill. Upon approval of the Town Board, Officers may exceed the 9 credits per year. No Tuition reimbursement shall be 100% for an “A” or “B”, 50% for “C”, 0% for “D” or lower. Any course(s) for which reimbursement will be requested, requires prior notification (by November 1 for the upcoming fiscal year) to the Chief or their designee.
b) Ten dollars ($10.00) shall be paid annually up to a maximum of four hundred and fifty ($450.00) dollars to the employee for each credit earned at the institution(s) attended, but payment, is subject to payment provisions below, shall not be earned or made for tuition costs which until fifteen college credits have been paid under any veterans benefit program or other program of a similar natureearned by the employee.
Section 20.04 - Officers c) Upon an employee’s obtaining an Associate’s Degree in Fire Science, Public Administration, Architecture, Structural Engineering and other related degree programs approved in writing by the Town Manager, they shall annually receive 3% of the Firefighter-at-top-step base rate.
d) Upon the employee’s obtaining a Bachelor’s Degree in Fire Science, Public Administration, Architecture, Structural Engineering and other related degree programs approved in writing by the Town Manager, they shall annually receive 5% of the Firefighter-at-top-step base rate.
e) Upon the employee’s obtaining a Master’s Degree in Fire Science, Public Administration, Architecture, Structural Engineering and other related degree programs approved in writing by the Town Manager, they shall annually receive 7.25% of the Firefighter-at-top-step base rate.
f) The payments specified in the above sub-sections (B), (C), (D) and (E) above are subject to the following provisions:
(1) Proof by certification that the credits in excess of the first fifteen and degree(s) have been so earned;
(2) Qualifying employees shall notify on or before November 1, in writing, the Chief of the Fire Department of all credits earned or to be earned during such year in the Fall and/or Spring school sessions and the Town shall pay in accordance with the terms of this Article upon proof by certification no later than September of the following fiscal year;
(3) That payments made in Subsection (B) shall continue for seven years and shall not be paid thereafter; the payments earned in sub-sections (C), (D) and (E) shall be paid to the employee for the duration of their employment.
(4) Credits earned in such a fire science program prior to the present employee’s service as a unit member with the Employer shall be compensated subject to all the terms of this Article, provided the credits earned were earned within the past four years; however, eligibility for payment shall also expire each June 30th for any course completed more than five (5) years prior to that date.
SECTION 2: Employees who have received reimbursement pursuant educational incentive payments for an approved Associates Degree, Bachelor’s Degree, and/or Master’s Degree, may be assigned, while on duty, assignments related to Section 2.03 abovethe degree skills and education acquired. Compensation under this section (Sections 1, 1B, 1C, 1D and 1E) shall be paid to eligible employee(s) in a lump sum payment on the
SECTION 3: Employees who, at any time, have completed the Emergency Medical Technician Training course work and who resign have also received certification from employment with the TownMassachusetts Department for Certification of Emergency Medical Training, or the National Registry, shall reimburse receive five percent (5%)of the Town according base rate paid to Firefighter-at-top-step. Effective, July 1, 2022, the following schedule: resigns within one year rate shall increase to six percent (6%) of the reimbursement - 100% refund resigns within two years base rate paid to Firefighter-at-top-step. The EMT stipend amount attributable to that year, while not becoming part of one’s base pay, for purposes of calculating successor year’s negotiated wage increases, nor overtime and fringe benefits, will nonetheless be included in the reimbursement - 75% refund resigns within three years calculation of the reimbursement - 50% refund resigns within four years of the reimbursement - 25% refund resigns after four years of the reimbursement - 0% refund Said reimbursement may be withheld from the Officer=s final paycheckpension contributions only.

Educational Incentive. Section 20.01 - In order 1. The employer agrees to furnish an incentive for Officers of the Town of Rome Police Department who desire pay each employee, in addition to participate in criminal justice educational programs on their own timehis annual salary, an educational incentive program is hereby establishedbased upon the following table:
a. An employee shall receive six dollars ($6.00) per college credit hour earned up to a maximum of one hundred-fifty (150) hours. All current employees receiving this incentive will continue to do so. As of July 1, 1994 all other current employees who pursue college credits will have to meet the criteria of Section 3 of this Article. Employees who have previously received payment for college credits falling beyond the scope of Section 3 of this Article shall continue to do so. This grandfather provision shall also apply to employees new to the SOA who have previously received payment for such college credits under other collective bargaining agreements with the employer.
Section 20.02 - All Officers who have completed their probationary period as outlined in Section 4.02 b. This payment is to be made annually on the first pay day of September.

The chief of police shall approve necessary schedule changes to participate in this program permit employees covered hereunder to attend law enforcement courses, approved by the chief, provided such schedule changes shall submit their request to not interfere with the Chief efficient operation of Police for the Town Board approval, by July 15th, for police department and shall not increase the following year’s classes, stating the school which they desire to attend, the subjects cost of instruction, the number of credits and the tuition costs overtime. Permission for such attendanceschedule changes shall not be unreasonably withheld consistent, however, with the needs of the department.
Section 20.03 - Upon successful completion 3. The employer shall reimburse the employee for all costs reasonably related to any college matriculated level degree program in police science/criminal justice, public/ business administration, accounting, sociology and psychology, including but not limited to tuition, registration, student fees, parking, books and publications. However, higher educational degrees shall not be limited by those listed and are valid if they will enhance the performance of each course taken while the employee.
a. The employee must have been employed by the Town Township for at least one year in order to be eligible for such reimbursement.
b. Notification to attend the Officer shall present program must be made in writing to the Chief chief of Police an official school record indicating at least a "C" or 2.0 on a 4.0 scale in police. Said notification shall include the subjects taken in that semester together with an application for reimbursement estimated annual cost of the tuition costs by program and a certification that the Town Board. course of study will lead to a degree.
c. In additionorder to receive reimbursement, the Officer shall submit documentary evidence indicating that employee must complete the tuition costs have been paid by him/her. Educational Incentive. Any employee hired prior to January 1, 2021 who possesses an Associate degree from a college or university accredited by the governmental entity having jurisdiction over it shall be entitled to an annual bonus of five-tenths of one percent (.5%) of base pay. Any employee hired prior to January 1, 2021 who possesses a Bachelor’s degree from a college or university accredited by the governmental entity having jurisdiction over it shall be entitled to an annual bonus of one percent (1%) of base pay. If an employee desires to participate in this program shall submit their request to the Chief of Police for the Town Board approval, by July 15th, for the following year’s classes, stating the attend a work-related training session or take a course at an accredited school which they desire relates to attendhis/her job, he/she must request approval in writing and receive the subjects of instruction, the number of credits and the tuition costs for such attendance.
Section 20.03 - Upon successful completion of each course taken while employed by the Town the Officer shall present to the Chief of Police an official school record indicating at least a "C" or 2.0 on a 4.0 scale in the subjects taken in that semester together with an application for reimbursement of the tuition costs by the Town Board. Educational Incentive. Section 20.01 - In order A. An employee may take up to furnish 3 courses in an incentive institution of higher learning in any semester which course is related to a major that pertains to the position with the Township which that employee works or aspires to in the municipal government field, as determined and approved, in advance, by the Township Administrator and the employee’s department head. Methods of payment shall be as follows:
1. The employee may request from the Township and receive payment to prepay said courses he/she wishes to enroll in. Upon completion of said enrolled course, said employee must, within 2 weeks, present to the Township Administrator proof of passing grade for Officers the enrolled course. If in the event said enrolled course resulted in a failing grade, said employee must reimburse to the Township within 6 months all monies received from the Township for that particular prepaid course.
2. If the employee receives a passing grade, he/she will submit to the Township Administrator proof of said passing grade, at which time he/she will authorize the Chief Finance Officer to reimburse said employee for said course.
3. It shall be clearly understood that an employee’s request may be denied for budgetary reasons.
B. The Township shall provide payment for an employee who attends an institution of higher learning in the following manner:
1. Total tuition, but not more than the current tuition rate for New Jersey State colleges, to the employee up to the completion of a Bachelors Degree, which courses are approved by the Middle States Association of Colleges and Schools.
2. The Township shall provide payment for degrees, which have been approved by the Township Administrator and deemed to be job related, from an accredited college or university in the following manner: Associates Degree $ 1,500.00 Bachelors Degree $ 2,500.00 Masters Degree $ 3,000.00
a. Payment of the Town above-mentioned bonuses shall be paid in a lump sum on the first payday in the month of Rome Police Department who desire June in the calendar year following notice of eligibility to participate in criminal justice educational programs on their own time, an educational incentive program is hereby establishedthe Township.
Section 20.02 - All Officers b. If the employee shall leave his/her position with Xxxxxxxx Township within 2 years of receipt of payment of said tuition monies from the Township, said employee shall be obligated to repay said tuition payments to the Township in full within 60 days of his/her departure.
c. Employees shall be reimbursed for all text books (and/or required materials) purchased in conjunction with courses as outlined in "A" above.
d. The following annual stipends shall be paid to employees (during the first pay period of June of each year) who have completed their probationary period as outlined in Section 4.02 and who desire to participate in this program shall submit their request to the Chief of Police for the Town Board approval, by July 15th, for the following year’s classes, stating the school which they desire to attend, the subjects of instruction, the number of credits certification courses and the tuition costs successfully passed written examinations for such attendance.
Section 20.03 - Upon successful completion of each course taken while employed programs offered by the Town the Officer shall present to the Chief of Police an official school record indicating at least a "C" or 2.0 on a 4.0 scale Rutgers University for employees in the subjects taken in that semester together with an application departments as shown only:
1. Tax Assessment Dept. for reimbursement of the tuition costs by the Town Boardcertified tax assessor - $750.00
2. In addition, the Tax Collection Dept and/or Water/Sewer Collection Dept. for certified tax collector - $750.00
3. Finance Dept. for certified Municipal Finance Officer shall submit documentary evidence indicating that the tuition costs have been paid by him/her$750.00
4. Upon compliance with the provisions of this section, reimbursement of the tuition costs of up to 9 credits per Officer per year shall be made by the Town BoardMunicipal Court for certified Municipal Court Administrator – $750.00

Section 20.03 - Upon successful completion of each course taken while employed by the Town the Officer shall present to the Chief of Police an official school record indicating at least a "C" or 2.0 on a 4.0 scale in the subjects taken in that semester together with an application for reimbursement of the tuition costs by the Town Board. In additionsucceeding year, the Officer shall submit documentary evidence indicating that the tuition costs have been paid by him/her. Upon compliance with the provisions of this section, reimbursement of the tuition costs of up to 9 credits per Officer per year shall be made by the Town Board. 4. Certification of incentive credits shall be submitted by the officer to the Police Committee for validation in accordance with the provisions herein set forth no later than February 15 of the year in which such incentive program payment is to be made. Incentive credits shall be computed once annually and payable beginning March 1st of each succeeding year.
5. All police officers shall be entitled to the benefits of the educational incentive program as set forth herein for courses taken prior to employment by the Borough, adhering to the maximum of thirty (30) credits per annum up to one hundred thirty-two (132) credits. In such cases, however, the officer shall submit to the Police Committee a list of such courses taken and certification of grades received from the sponsoring educational institution for verification. The Police Committee, upon evaluation and consideration, shall determine which of said courses, if any, are approved as credit courses under the terms of educational incentive program.
6. Such payments shall be included in and considered part of the members’ basic salary each year thereafter, for the purpose of computing taxes and payments into any retirement system, and shall be made in the same manner as is prescribed by the mayor and Council for tuition costs which have been paid under any veterans benefit program or other program the payment of a similar natureregular police salaries.
Section 20.04 - Officers who have received reimbursement pursuant to Section 2.03 above, and who resign from employment with the Town, shall reimburse the Town according to the following schedule: resigns within one year of the reimbursement - 100% refund resigns within two years of the reimbursement - 75% refund resigns within three years of the reimbursement - 50% refund resigns within four years of the reimbursement - 25% refund resigns after four years of the reimbursement - 0% refund Said reimbursement may be withheld from the Officer=s final paycheck.

Educational Incentive. Section 20.01 - In order Regular full-time employees enrolled in a degree program or a course directly related to furnish an incentive for Officers of municipal business or to the Town of Rome Police Department who desire to participate in criminal justice educational programs on their own timeemployee's position may request tuition reimbursement from the Village. Before reimbursement may be granted, an educational incentive program is hereby established.
Section 20.02 - All Officers who have completed their probationary period as outlined in Section 4.02 the employee must notify and who desire to participate in this program shall submit their request to receive written approval from the Chief of Police for the Town Board approval, by July 15th, for the following year’s classes, stating the school which they desire to attend, the subjects of instruction, the number of credits and the tuition costs for such attendance.
Section 20.03 - Upon successful completion of each course taken while employed by the Town the Officer shall present no later than December prior to the beginning of the next fiscal year in which the employee wishes to attend the training. The Chief of Police an official school record indicating at least shall make the final determination regarding whether a "C" course or 2.0 on a 4.0 scale in the subjects taken in that semester together with an application degree program is job-related and may deny any request for reimbursement of the tuition costs by the Town Boardthat is not classified as such. In addition, the Officer shall submit documentary evidence indicating that the tuition costs have been paid by him/her. Upon compliance with the provisions of this section, reimbursement of the tuition costs of up to 9 credits per Officer per year shall be made by the Town Board. Upon approval of the Town Board, Officers Reimbursement may exceed the 9 credits per year. No reimbursement shall be made for tuition costs which have been paid under any veterans benefit program tuition, required books, or other program required class materials, upon submission of a similar nature.
Section 20.04 - Officers who have received reimbursement pursuant to Section 2.03 abovewritten receipts for same, and who resign from employment with the Town, shall reimburse the Town according to the following schedule: resigns within one year , only after completion of the course or training session: Grade A - 90% reimbursement Grade B - 10070% refund resigns within two years of the reimbursement - 75% refund resigns within three years of the reimbursement Grade C - 50% refund resigns within four years reimbursement Grade D or F - no reimbursement If a course if only offered as a Pass/Fail, then a "Pass" grade shall be reimbursed at the 70% level and a "Fail" grade shall receive no reimbursement. If a course has an option to be graded as Pass/Fail, then a "Pass" grade shall be reimbursed at the 50% level and a "Fail" grade shall receive no reimbursement. Certification of completion of the class and a grade report must be submitted. Tuition reimbursement - 25% refund resigns after four years does not include mileage, activity or student fees, meals, lodging, parking, tolls, general supplies, or other incidental expenses. Reimbursement of the reimbursement - 0% refund Said reimbursement tuition and/or completion of such training shall not be construed as guaranteeing that an employee will be retained, promoted, or advanced. Courses or programs that may be withheld from eligible for reimbursement include classes offered by an accredited college, university, or technical school, courses offered as part of an adult continuing education program, and courses offered by a professional educational or training company or facility. Training or classes which an educational institution requires to be taken to satisfy general degree requirements and which are not directly related to the Officer=s final paycheckspecialization or major of a degree program will not be considered for reimbursement. Employees enrolling in educational courses are encouraged to take advantage of and pursue other financial sources, such as grants, scholarships, G.I. benefits, and fellowships that they are eligible to apply for or receive. The Village will consider the difference between any financial aid awarded and the actual cost of tuition for reimbursement. The maximum amount of tuition or training reimbursement that may be paid to any employee is one thousand five hundred dollars ($1,500.00) for undergraduate work or three thousand dollars ($3,000.00) for postgraduate courses in any one fiscal year. In the event that funding is not available in the budget or has already been expended for any fiscal year, but all other requirements are met, employees are encouraged to re- submit the request during the following fiscal year. Employees wishing to participate in our Tuition Reimbursement Program will be required to sign a Tuition Reimbursement Refund Agreement. This agreement will be provided when your request is granted.
