Educator Plans. Improvement Plan 1. An Improvement Plan is for those Educators with PTS whose overall rating is unsatisfactory. 2. The parties agree that in order to provide students with the best instruction, it may be necessary from time to time to place an Educator whose practice has been rated as unsatisfactory on an Improvement Plan of no fewer than 30 school days and no more than one school year. 3. The Evaluator will develop the Improvement Plan, which will include the provision of specific assistance to the Educator. b. The Educator may request that a representative of the Employee Organization attend the meeting(s). c. If the Educator consents, the Employee Organization will be informed that an Educator has been placed on an Improvement Plan. 7. The Improvement Plan shall: a. Define the improvement goals directly related to the performance standard(s) and/or student learning outcomes that must be improved; b. Describe the activities and work products the Educator must complete as a means of improving performance; c. Describe the assistance that the district will make available to the Educator; d. Articulate the measurable outcomes that will be accepted as evidence of improvement; e. Detail the timeline for completion of each component of the Plan, including at a minimum a mid-cycle formative assessment report of the relevant standard(s) and indicator(s); f. Identify the individuals assigned to assist the Educator which must include minimally the Evaluator; and, g. Include the signatures of the Educator and Evaluator. 8. The signature does not indicate agreement or disagreement with its contents. 9. Decision on the Educator’s status at the conclusion of the Improvement Plan. a. All determinations below must be made no later than June 1. One of three decisions must be made at the conclusion of the Improvement Plan: i. If the Evaluator determines that the Educator has improved his/her practice to the level of proficiency, the Educator will be placed on a Self-Directed Growth Plan. ii. In those cases where the Educator was placed on an Improvement Plan as a result of his/her summative rating at the end of his/her Directed Growth Plan, if the Evaluator determines that the Educator is making substantial progress toward proficiency, the Evaluator shall place the Educator on a Directed Growth Plan. iii. In those cases where the Educator was placed on an Improvement Plan as a result of his/her Summative rating at the end of his/her Directed Growth Plan, if the Evaluator determines that the Educator is not making substantial progress toward proficiency, the Evaluator shall recommend to the superintendent that the Educator be dismissed. iv. If the Evaluator determines that the Educator’s practice remains at the level of unsatisfactory, the Evaluator shall recommend to the superintendent that the Educator be dismissed.

5. E) The Improvement Plan shall define the problem(s) of practice identified through the observations and evaluation and detail the improvement goals to be met, the activities the Educator must take to improve and the assistance to be provided to the Educator by the district.
6. F) The Improvement Plan process shall include:
a. i) Within ten school days of notification to the Educator that the Educator is being placed on an Improvement Plan, the Evaluator shall schedule a meeting with the Educator to discuss the Improvement Plan. The Evaluator will develop the Improvement Plan, which will include the provision of specific assistance to the Educator.
b. ii) The Educator may request that a representative of the Employee Organization Organization/Association attend the meeting(s).
c. iii) If the Educator consents, the Employee Organization Organization/Association will be informed that an Educator has been placed on an Improvement Plan.
7. G) The Improvement Plan shall:

a. i) All determinations below must be made no later than June 1. One of three decisions must be made at the conclusion of the Improvement Plan:
i. (a) If the Evaluator determines that the Educator has improved his/her practice to the level of proficiency, the Educator will be placed on a Self-Directed Growth Plan.
ii. (b) In those cases where the Educator was placed on an Improvement Plan as a result of his/her summative rating at the end of his/her Directed Growth Plan, if the Evaluator determines that the Educator is making substantial progress toward proficiency, the Evaluator shall place the Educator on a Directed Growth Plan.

f. vi) Identify the individuals assigned to assist the Educator Administrator which must include minimally the Evaluator; and, at the request of the Administrator, a mutually agreed upon Peer Assistant to provide technical assistance, information, and/or modeling of techniques, as required to meet the needs and goals specified in the Improvement Plan; and,
g. vii) Include the signatures of the Educator Administrator and Evaluator.
8. H) A copy of the signed Plan shall be provided to the Educator. The Educator’s signature indicates that the Educator received the Improvement Plan in a timely fashionAdministrator. The signature does not indicate agreement or disagreement with its contents.
9. I) Decision on the EducatorAdministrator’s status at the conclusion of the Improvement Plan.

E) The Improvement Plan shall define the problem(s) of practice identified through the observations and evaluation and detail the improvement goals to be met, the activities the Educator must take to improve improve, establish deadlines to check progress, and the assistance to be provided to the Educator by the district.
6. F) The Improvement Plan process shall include:
a. Within i) Notification to the Educator within ten (10) school days of notification to the completion of a formative assessment, formative evaluation, or a summative evaluation that the Evaluator is placing the Educator that the Educator is being placed on an Improvement Plan, .
ii) A meeting set by the Evaluator shall schedule a meeting with the Educator to discuss the Improvement Plan. The Evaluator will develop the Improvement Plan, which will and write a plan for improvement that must include the provision of specific assistance to assistance; however, the EducatorEvaluator shall retain final approval of the plan.
b. iii) The Educator may request that a representative of the Employee Organization Association attend the meeting(s). On behalf of the Educator the Association may participate in the development of the Plan.
c. If the Educator consents, the Employee Organization will iv) The Association President shall be informed that an Educator has been placed on an Improvement Plan.

a. i) Define the improvement goals directly related to the performance standard(s) and/or student learning outcomes that must be improved;

9. I) Decision on the Educator’s 's status at the conclusion of the Improvement Plan.
a. i) All determinations below must be made no later than June 1ten (10) days after the completion of the Plan. One of three decisions must be made at the conclusion of the Improvement Plan:
i. (a) If the Evaluator determines that the Educator has improved his/her practice to the level of proficiency, the Educator will be placed on a Self-Directed Growth PlanPlan for the next academic year.
ii. In those cases where the Educator was placed on an Improvement Plan as a result of his/her summative rating at the end of his/her Directed Growth Plan, if (b) If the Evaluator determines that the Educator is making substantial progress toward proficiencyhas improved his/her practice to the level of needs improvement, the Evaluator he/she shall place the Educator be on a Directed Growth PlanPlan the next academic year.
iii. Educator Plans. A. Developing Educator Plan The Developing Educator Plan is for all New Administrators. The Administrator shall be evaluated at least annually.
B. Self-Directed Growth Plan Two-year Self-Directed Growth Plan is for those Experienced Administrators who have an overall rating of proficient or exemplary, and after 2014-2015 whose impact on student learning is moderate or high. A formative evaluation report is completed at the end of year 1 and a summative evaluation report at the end of year 2. A One-year Self-Directed Growth Plan is for Experienced Administrators who have an overall rating of proficient or exemplary, and after 2014-2015 whose impact on student learning is low. For Administrators whose impact on student learning is low, the Evaluator and Administrator shall analyze the discrepancy between the summative evaluation rating and the rating for impact on student learning to seek to determine the cause(s) of the discrepancy.
C. Directed Growth Plan A Directed Growth Plan is for those Experienced Administrators whose overall rating is needs improvement. The goals in the Plan must address areas identified as needing improvement as determined by the Evaluator. The Evaluator shall complete a summative evaluation for the Administrator at the end of the period determined by the Plan, but at least annually, and in no case later than June 10th. For an Administrator on a Directed Growth Plan whose overall performance rating is at least proficient, the Evaluator will place the Administrator on a Self-Directed Growth Plan for the next Evaluation Cycle. For an Administrator on a Directed Growth Plan whose overall performance rating is not at least proficient, the Evaluator will rate the Administrator as unsatisfactory and will place the Administrator on an Improvement PlanPlan for the next Evaluation Cycle.

The District shall pay the cost, if any, of any course, conference or other activity agreed upon by the parties.
3. C) The Evaluator must complete Educator shall receive a summative evaluation for the Educator at the end of the period determined by the Evaluator for the Plan.
4. D) An Educator on an Improvement Plan shall be assigned an Evaluator. The Evaluator is responsible for providing the Educator with guidance and assistance in accessing the resources and professional development outlined in the Improvement Plan.
5. E) The Improvement Plan shall define the problem(s) of practice identified through the observations and evaluation and detail the improvement goals to be met, the activities the Educator must take to improve improve, establish deadlines to check progress, and the assistance to be provided to the Educator by the district.
6. F) The Improvement Plan process shall include:
a. Within i) Notification to the Educator within ten (10) school days of notification to the completion of a formative assessment, formative evaluation, or a summative evaluation that the Evaluator is placing the Educator that the Educator is being placed on an Improvement Plan, .
ii) A meeting set by the Evaluator shall schedule a meeting with the Educator to discuss the Improvement Plan. The Evaluator will develop the Improvement Plan, which will and write a plan for improvement that must include the provision of specific assistance to assistance; however, the EducatorEvaluator shall retain final approval of the plan.
b. iii) The Educator may request that a representative of the Employee Organization Association attend the meeting(s). On behalf of the Educator the Association may participate in the development of the Plan.
c. If the Educator consents, the Employee Organization will iv) The Association President shall be informed that an Educator has been placed on an Improvement Plan.
7. G) The Improvement Plan shall:
a. i) Define the improvement goals directly related to the performance standard(s) and/or student learning outcomes that must be improved;
b. ii) Describe the activities and work products the Educator must complete as a means of improving performance;
c. iii) Describe the assistance that the district will make available to the Educator;
d. iv) Articulate the measurable outcomes that will be accepted as evidence of improvement;
e. v) Detail the timeline for completion of each component of the Plan, including at a minimum a mid-cycle formative assessment report of the relevant standard(s) and indicator(s);
f. vi) Identify the individuals assigned to assist the Educator which must include minimally the Evaluator; and,
g. vii) Include the signatures of the Educator and the Evaluator.
8. H) A copy of the signed approved Plan shall be provided to the EducatorEducator and the Evaluator. The Educator’s signature indicates that In any event the Educator received approved Plan must be signed and returned within ten (10) school days of receipt of the Improvement Plan in a timely fashion. The signature does not indicate agreement or disagreement with its contentsPlan.
9. I) Decision on the Educator’s 's status at the conclusion of the Improvement Plan.
a. i) All determinations below must be made no later than June 1ten (10) days after the completion of the Plan. One of three decisions must be made at the conclusion of the Improvement Plan:
i. (a) If the Evaluator determines that the Educator has improved his/her practice to the level of proficiency, the Educator will be placed on a Self-Self- Directed Growth PlanPlan for the next academic year.
ii. In those cases where the Educator was placed on an Improvement Plan as a result of his/her summative rating at the end of his/her Directed Growth Plan, if (b) If the Evaluator determines that the Educator is making substantial progress toward proficiencyhas improved his/her practice to the level of needs improvement, the Evaluator he/she shall place the Educator be on a Directed Growth PlanPlan the next academic year.

9. I) Decision on the Educator’s status at the conclusion of the Improvement Plan.
a. i) All determinations below must be made no later than June 1. One of three decisions must be made at the conclusion of the Improvement Plan:
i. (a) If the Evaluator determines that the Educator has improved his/her practice to the level of proficiency, the Educator will be placed on a Self-Directed Growth Plan.
ii. (b) In those cases where the Educator was placed on an Improvement Plan as a result of his/her summative rating at the end of his/her Directed Growth Plan, if the Evaluator determines that the Educator is making substantial progress toward proficiency, the Evaluator shall place the Educator on a Directed Growth Plan.
iii. (c) In those cases where the Educator was placed on an Improvement Plan as a result of his/her Summative rating at the end of his/her Directed Growth Plan, if the Evaluator determines that the Educator is not making substantial progress toward proficiency, the Evaluator shall recommend to the superintendent that the Educator be dismissed.
iv. (d) If the Evaluator determines that the Educator’s practice remains at the level of unsatisfactory, the Evaluator shall recommend to the superintendent that the Educator be dismissed.

Educator Plans. Improvement Plan
1. A) An Improvement Plan is for those Educators with PTS three or more years’ experience at PAC whose overall rating is unsatisfactory.
2. B) The parties agree that in order to provide students with the best instruction, it may be necessary from time to time to place an Educator whose practice has been rated as unsatisfactory on an Improvement Plan of no fewer than 30 school days and no more than one school year. In the case of an Educator receiving a rating of unsatisfactory near the close of one school year, the Improvement Plan may include activities that occur during the summer before the next school year begins.
3. C) The Evaluator must complete a summative evaluation for the Educator at the end of the period determined by the Evaluator for the Plan.
4. An Educator on an Improvement Plan shall be assigned an Evaluator. The Evaluator is responsible for providing the Educator with guidance and assistance in accessing the resources and professional development outlined in the Improvement Plan.
5. D) The Improvement Plan shall define the problem(s) of practice identified through the observations and evaluation and detail the improvement goals to be met, the activities the Educator must take to improve and the assistance to be provided to the Educator by the district.
6. E) The Improvement Plan process shall include:
a. i) Within ten school days of notification to the Educator that the Educator is being placed on an Improvement Plan, the Evaluator shall schedule a meeting with the Educator to discuss the Improvement Plan, and will consider any input of the Educator. The Evaluator will develop the Improvement Plan, which will include the provision of specific assistance to the Educator. The Evaluator retains the final authority over the content of the plan.
b. ii) The Educator may request that a representative of the Employee Organization PAC PSA attend the meeting(s).
c. iii) If the Educator consents, the Employee Organization PAC PSA will be informed that an Educator has been placed on an Improvement Plan.
7. F) The Improvement Plan shall:
a. i) Define the improvement goals using SMART Goals directly related to the performance standard(s) and/or student learning outcomes that must be improved;
b. ii) Describe the activities and work products specific recommendations the Educator must complete as a means of improving performance;
c. iii) Describe the support and assistance that the district PAC will make available to the Educator;
d. Articulate the measurable outcomes that will be accepted as evidence of improvement;
e. iv) Detail the timeline for completion of each component of the Plan, including at a minimum a mid-cycle formative assessment report of the relevant standard(s) and indicator(s);
f. v) Identify the individuals assigned to assist the Educator Educator, which must include minimally the Evaluator; and,Primary Evaluator and Contributing Evaluator(s), if any;
g. vi) Include the signatures of the Educator and Primary Evaluator.
8. G) A copy of the signed Plan shall be provided to the EducatorEducator within five school days of completion of the Improvement Plan. The Educator must sign and return the Improvement Plan within five school days of receipt. The Educator’s signature indicates that the Educator received the Improvement Plan in a timely fashionPlan. The signature does not When returning the Improvement Plan, the Educator may indicate agreement or any disagreement with its contentsthe Improvement Plan using the Educator Response Form.
