Except as provided in this section, no employee, person or other entity shall be authorized to grieve, dispute or otherwise challenge the failure of the County to establish a County-wide reemployment list or departmental reemployment list required by this article, the establishment of a County-wide reemployment list or departmental reemployment list prohibited by this article, the order of persons set forth on County-wide reemployment lists, the failure to place persons thereon as required by this article, or the erroneous omission of personnel therefrom in violation of this article.
