Federation Member Rights. The County agrees not to interfere with the rights of employees to 48 become members of the Federation, and there shall be no discrimination, interference, restraint, or coercion by 49 the County, or any County representative, against any employee because of Federation membership or 50 because of any employee activity in an official capacity on behalf of the Federation, or for any other cause. 51 Nothing in this section shall be construed to limit the county’s right to effectively and efficiently run the County’s 52 operations. 53
