Funding the Department. The Department shall be funded through a combination of appropriations from the County’s 911 Funds (the enhanced 911 and wireless 911 Funds) and contributions from the Participating Units. To the extent state law provides, 911 fees shall be utilized to pay for the operation and the management of the Department, including all equipment. The County shall establish such funds or accounts as are necessary to carry out this provision. The Xxxxxxx County Auditor shall, receive and deposit into such funds all sums payable to or on behalf of the Department and make all necessary disbursements by or on behalf of the Department from such funds, subject to the availability of an approved appropriation therefore. Any contributions made from the Participating Units to fund the Department shall be placed in a non-reverting fund, administered and controlled by the Xxxxxxx County Auditor for the purposes set forth herein. Participating Agency contributions will be determined using a population based model. The population from each agency will be determined by Xxxxxxx County GIS information. Law Enforcement and Fire Department agency contributions will be determined by a total percentage of calls for service originating from the consolidated PSAP. The Director will supply to the Board these percentages for the year previous by June of each year. Agencies without a “population” or private agencies that access the Emergency Communications Network and/or dispatched by the consolidated PSAP will be assessed an access fee based on costs of the 911 equipment/services they utilize. These agencies will sign a 1-year service agreement. This agreement will be re-evaluated by the board on an annual basis. The Board reserves the right to evaluate the need for up to a 3% growth increase in agency contributions per year. The Board will determine by June of each year if the increase is needed and notify all agencies by July 1 of each year. In the event the State of Indiana changes the “hold harmless funding level” for Xxxxxxx County; the Director will immediately review the impact on the budget. They shall report their findings and recommendations to the Board. The Board reserves the right to revise the contribution schedule to reflect the needed changes. Participating Agencies will be kept aware of any changes to the contribution schedule.   • Monitoring by the Department The Contractor shall permit all persons who are duly authorized by the Department to inspect and copy any records, papers, documents, facilities, goods, and services of the Contractor that are relevant to this Contract, and to interview clients, employees, and sub-contractor employees of the Contractor to assure the Department of satisfactory performance of the terms and conditions of this Contract. Following such review, the Department shall deliver to the Contractor a written report of its finding, and may direct the development, by the Contractor, of a corrective action plan. This provision shall not limit the Department’s termination rights.
