Grounds for Discipline. Discipline may be imposed for just cause, including without limitation for the following grounds: (a) Fraud in securing appointment or falsification concerning records, fellow employees, or work performed. (b) Failure to satisfactorily perform the duties and responsibilities of an employee's position. (c) Neglect of Duty.
