He retires. He fails to return to work within ten (10) days from the date of a certified mailing of recall notice
He retires. He does not return to work from layoff within ten (10) calendar days after being noticed to return by certified or registered mail or by telegram addressed to the employee at his last address filed with the City Manager. An employee who changes his address must notify the City of the change.
