Common use of Individual Training Account (ITA Clause in Contracts

Individual Training Account (ITA. a training option that is made available to an eligible participant when it is determined that it will be unlikely that the participant will be able to obtain or retain reemployment which leads to self-sufficiency or higher wages from previous employment through basic career services alone and on the basis of an individualized career assessment. ITA’s shall be selected by the participant. Participant’s shall choose career training with Eligible Training Providers who are on the online database, I-TRAIN, and must demonstrate that they have the skills and qualifications to successfully participate in a post- secondary degree program or a recognized post-secondary credential. The ITA shall belimited in cost and duration and must result in employment that leads to economic self-sufficiency or wages higher than those from previous employment. ITA shall be made available to participants who are unable to obtain financial assistance and/or grant assistance from other sources such as State-funded training funds, Federal Pell Grants, scholarships, instructional grants or Trade Adjustment Assistance (TAA). ITA may only be used to pay the cost for training provided by the Orange County Workforce and Economic Development Division approved Eligible Training Providers who are on the online database, I-TRAIN, that lead to an industry credential or degree in an in-demand occupation. Only those training providers who are on I-TRAIN and are approved for use of WIOA are able to redeem ITA’s for payment. ITA must be supported by assessment and informed decision making and may only be provided to participants who demonstrate need.
