Common use of Initial Site Restoration Plan Clause in Contracts

Initial Site Restoration Plan. ‌ The Certificate Holder is responsible for Project decommissioning and site restoration pursuant to Council rules. The Certificate Holder shall develop an Initial Site Restoration Plan, pursuant to the requirements of WAC 000-00-000 in effect on the date of Application, in consultation with EFSEC staff and WDFW. The Certificate Holder shall submit the Initial Site Restoration Plan to the Council for review at least sixty (60) days prior to the beginning of Site Preparation. The Certificate Holder shall not begin Site Preparation prior to obtaining approval of the Initial Site Restoration Plan from the Council. The Initial Site Restoration Plan shall be prepared in sufficient detail to identify, evaluate, and resolve all major environmental and public health and safety issues reasonably anticipated by the Certificate Holder on the date the Plan is submitted to EFSEC. The Initial Site Restoration Plan shall describe the process used to evaluate the options and select the measures that will be taken to restore or preserve the Project Area or otherwise protect the public against risks or danger resulting from the Project. The Initial Site Restoration Plan shall include a discussion of economic factors regarding the costs and benefits of various restoration options versus the relative public risk, and shall address provisions for funding or bonding arrangements to meet the Project Area restoration or management costs. The Initial Site Restoration Plan shall be prepared in detail commensurate with the time until site restoration is to begin. The scope of proposed monitoring shall be addressed in the Initial Site Restoration Plan. The objective of the Plan shall be to restore each Project Site to approximate pre-Project condition or better. The Plan shall require removal of the solar panels and rack mounting system, foundations, cables, and other facilities to a depth of four feet below grade, and restoration of any disturbed soil to the pre-construction condition. The Plan shall include the following elements:
