Interim Number Portability (INP). The delivery of Local Number Portability (LNP) capabilities, from a customer standpoint in terms of call completion, with as little impairment of functioning, quality, reliability, and convenience as possible and from a carrier standpoint in terms of compensation, through the use of existing and available call routing, forwarding, and addressing capabilities.

Interim Number Portability (INP). Each Party shall provide the other Party with service provider number portability as an INP option for the purpose of allowing end-user customers to change service-providing Party without changing their telephone number. The Parties shall provide service provider number portability to each other using remote call forwarding (“RCF”) and/or direct inward dialing (DID). The requesting Party will provide “forward to” telephone number that is within the same Wire Center. The GTE rates for INP service using RCF are set out in Appendix B attached to this Agreement and made a part hereof. NEN shall provide INP to GTE at the rates specified for NEN in Appendix B. If a Party wishes to use Direct Inward Dialing (DID) to provide INP to its end-users, dedicated truck group is required between the GTE end office where the DID numbers are served into the CLEC switch. If there are no existing facilities between GTE and the CLEC, the dedicated facilities and transport trunks will be provisioned as switched access or unbundled service using the ASR provisioning process. The requesting Party will reroute the DID numbers to the pre-positioned trunk group using an Local Service Request (LSR). CLEC may purchase DID trunk service from GTE’s tariff.
Interim Number Portability (INP). The Parties agree to provide INP on a reciprocal basis between their networks to enable their Customers to utilize telephone numbers associated with a Telephone Exchange Service provided by one Party, in conjunction with a Telephone Exchange Service provided by the other Party, upon the coordinated or simultaneous termination of the first Telephone Exchange Service and activation of the second Telephone Exchange Service. The Parties shall provide reciprocal INP via remote call forwarding (“RCF”), Direct Inward Dialing (“DID”) or through NXX Migration; provided, in each case that the Customer whose telephone number is subject to INP remains within the same serving Rate Center; provided further that if the applicable Rate Center is divided into rate districts, then such telephone number must remain within the same serving rate district.

DTI shall provide INP to GTE at the rates specified for DTI in Appendix E.

The Parties shall provide reciprocal INP via remote call forwarding (“RCF”), Direct Inward Dialing (“DID”), NXX Migration or other technically feasible methods made pursuant to a Bona Fide Request; provided, in each case that the Customer whose telephone number is subject to INP remains within the same serving Wire Center area or Switching Center area. 13.2.1 The Parties agree that for customers who are served by individual lines at the time they change service providers, RCF will be used to provide INP. 13.2.2 The Parties agree that for customers who are served by trunk arrangements at the time they change service providers, a threshold will be established by the Implementation Team to determine situations in which RCF or DID should be used. 13.2.3 Exceptions to the guidelines in Section 13.2.1 and 13.2.2 can be made by mutual agreement of the Parties. 13.2.4 Once an INP arrangement is established for a given customer, it may not be changed except by mutual agreement, other than to move to long term number portability.

Interim Number Portability (INP). 2.1 INP shall be provided by Remote Call Forwarding ("RCF"), Flexible Direct Inward Dialing ("Flex DID"), Route Indexing ("RI") or Local Exchange Routing Guide ("LERG") Reassignment as provided herein. The Party that operates the switch to which the number is ported ("Ported-to Party") shall specify on a per telephone number or customer type basis which method is to be employed, and the Party that operates the switch from which the number is ported ("Porting Party") shall provide such method to the extent technically feasible. Both Parties agree to release ported telephone line numbers which were ported using INP methods other than LERG Reassignment, back to the Porting Party assigned an NXX in the LERG when the ported telephone line number "becomes vacant" (i.e., when the ported number is no longer in service for the customer originally assigned the ported number), and any applicable referral/intercept period has expired. 2.2 REMOTE CALL FORWARDING (RCF) 2.2.1 When RCF, which PACIFIC refers to as DNCF, is used to provide INP, calls to the ported number will first route to the Porting Party's switch. The Porting Party's switch will then forward the call to a second "shadow" number with an NXX associated with the Ported-to Party's switch. If necessary to handle multiple simultaneous calls to the same ported telephone number, the Ported-to Party may order up to ninety-nine (99) paths for the provisioning of RCF. 2.2.2 PACIFIC shall provide RCF INP to CLEC pursuant to the terms of PACIFIC's DNCF tariff (including any modification subsequently adopted by the Commission) filed by PACIFIC.
