Joint Labor/Management Committee – Model Policy. A. It is in the best interest of the State and the Union to jointly develop a consistent alternate work schedule policy for 4/10/40 work schedules. Therefore, the Union and the Department of Personnel Administration (DPA) agree to establish a joint Labor/Management Committee (Committee) to develop a 4/10/40 work week policy.
