Local Implementation Period. There shall be a 30-day period of local implementation to commence 45 days after the effective date of this Agreement. Such implementation shall be limited to only those items listed in Section 3 of this Article. No local negotiations nor local memorandum of understanding or provisions thereof may be inconsistent or in conflict with or vary the terms of this Agreement.
