Local, Regional and National Grievance Procedures. Section 1. A grievance is hereby defined to be any controversy, complaint, misunderstanding or dispute arising as to interpretation, application or observance of any of the provisions of this Agreement. Grievance procedures may be invoked only by the authorized Union or Employer representative.
