Merit and Extent. If the department head and the City Manager agree that such leave is merited and in the interests of the City, leave may be granted by the City Council for a period not to exceed one (1) year following the date of expiration of all other leave benefits. No employment service credits or fringe benefits such as sick leave, vacation, health insurance, retirement or any other benefits shall accrue to any employee on leave of absence without pay.
