Purpose and extent of the Grant. 3.1 The Recipient shall use the Grant for the Purpose for the Grant Period as set out in and in accordance with this Grant Agreement or as approved in writing by the GMCA and the Recipient shall not use the Grant for any other purpose.

The Recipient must only use the Grant Funding: for the Purpose; or as otherwise approved in writing by the Authority, and at all times in accordance with this Grant Agreement. Any costs incurred by the Recipient that do not qualify as Eligible Expenditure or exceed the Grant Funding will not be recoverable under or in connection with this Grant Agreement. The Grant is made by the Authority under Section 13A of the Industrial Development Act 1982. The Authority's financial processes and procedures in connection with this Grant Agreement will be carried out in accordance with Managing Public Money and other guidance issued by HM Treasury and in effect from time to time. The Grant is a contribution only. The Recipient is responsible for delivering the Project and for providing all resources (including personnel, equipment, facilities, goods, services and other resources) necessary to deliver the Project, including as agreed between the Recipient and Project Partners in a Collaboration Agreement. The Project must only be delivered by the Recipient, Project Partners, Approved Affiliates and Project Participants, and each of their Representatives, and by no other person.
Purpose and extent of the Grant. 2.1 Further details of the Purpose of the Grant, the Intended Outcomes, the manner in which the activities are to be performed, together with project reporting requirements, are set out in the attached Schedule 2.
2.2 The Recipient may not use the Grant for any activities other than the Purpose stated in Schedule 2, unless approved in writing by the Commissioner.
Purpose and extent of the Grant. 3.1 The Counter Terrorism Specific Grant provided by the Home Office is for the creation of a national counter terrorism policing capability located within lead forces. This grant is paid directly for specific ring- fenced purposes.
3.2 The Recipient may not use the Grant for any activities other than the Purpose, or as approved in writing by the Home Office. Further details of the Purpose of the Grant are set out in the Grant Letter and defined in Schedule 1 (the “Agreed Work”).
3.3 The Grant Amount, subject to compliance by the recipient with the terms of this grant agreement will be notified to the Recipient by ACPO (TAM).

3.2 In order to comply with the requirement in the Victims’ Directive, services provided must be in the interests of the victim and be:
i. Free of charge
ii. Confidential
iii. Non-discriminatory (including being available to all regardless of residence status, nationality or citizenship)
iv. Available whether or not a crime has been reported to the police
v. Available before, during and for an appropriate time after any investigation or criminal proceedings

3.2 Support Services provided with the Grant must include a referral service:
(i) with which contact can be made by referring organisations or offenders (and family members);
(ii) through which the needs of offenders / victims and family members can be assessed;
(iii) by which offenders / victims and family members can be provided with relevant information and/or referred to suitable Support Services (whether or not provided or commissioned with the Grant), in accordance with their needs;
(iv) by which offenders / victims and family members who report crime in the Recipient’s police area but who reside in a different police area can have their personal data transferred to the support arrangements in place in their area of residence; and
(v) that complies with the Data Protection Legislation.
3.3 The Recipient must ensure that the availability and contact details of Support Services commissioned with the Grant are widely publicised in a variety of media and locations.
3.4 Whilst ensuring that effective support provision is in place for offenders / victims (and family members), the Recipient must seek efficiency and best value for money when spending the Grant. This includes consideration of options such as working in partnership with other services.
3.5 The Recipient must ensure that all offenders/ victims and family members are able to access a complaints procedure which enables them to raise complaints and to obtain appropriate redress.

3.2 The Recipient will ensure that if the service is for victims and or the family of victims regardless of whether the crime was reported to police, unless otherwise approved in writing that the Grant is spent on one or more of the following purposes in accordance with the terms and conditions set out in this Grant Agreement:
i) emotional and practical support services for:
a. victims of crime (as defined in Article 2(1)(a)(i) of the Victim’s Directive) including restorative justice services and practical support measures and particularly for victims in the priority categories outlined in the Victims’ Code
b. victims of the most serious crime, persistently targeted victims, and vulnerable or intimidated victims, to help them cope with the immediate impacts of crime and, as far as possible, recover from the harm they have experienced;
ii) emotional and practical support services for family members (as defined in Article 2 (b) of the Victims’ Directive);
iii) emotional and practical support services for victims of sexual violence and domestic violence;
iv) any associated costs approved that arise in the process of commissioning / provision of victims’ services.
3.3 In order to comply with the requirements of the Victims’ Directive, services provided by the Recipient must be in the interests of the victim and be:
i) free of charge;
ii) confidential;
