Monitoring, Reporting and Timeframe. The impact (goal) of the wider BCSSP programme is to enable more people in Burma, particularly the poor, to take more control over decisions that affect their lives. The outcome (purpose) of the programme is local organisations and individuals acting cooperatively to address the needs and aspirations of Burmese people. Monitoring will need to focus on these issues, and also on the outputs noted in the logframe. At six monthly intervals, starting from [31 March 2013], the supplier is expected to report on progress of partners against their broad objectives, and of the change processes they are working on. This should feed into the Qualitative Assessment and peer review process involving other BCSSP partners. A month after the end of each six-month period, the supplier should produce a brief report on partners’ progress, based on the self-assessment and the qualitative assessment. Reports should be concise and evidence-based, focused primarily on processes of change, with specific measurable outputs where applicable. By [31 January 2014], the supplier should have generated sufficient monitoring evidence to inform the mid-term evaluation of the programme, which will take place in early 2014. The supplier should also agree with DFID, by [31 December 2012], a plan for measuring and reporting against Output Indicator 2.2, the DFID standard indicator on Empowerment and Accountability (“Number of people supported to have choice and control over their own development and to hold decision-makers to account”). The supplier should ensure project partners put in place systems to report against this and other quantitative indicators in the logframe. The supplier is expected to start activities on as soon as possible after 1 October 2012. The initial contract will be up to 30 September 2014, with an option to extend to 31 December 2015, subject to satisfactory performance. An independent evaluation, planned for early 2014, will inform decisions on contract extensions. The supplier should provide accurate (to within 5%) forecasts of their quarterly billing to DFID, as soon as they are updated, and no later than two weeks before the end of each quarter.
