Necessary Reduction of Personnel - Layoff. The parties hereto, realizing that education, curriculum and staff to a large degree depend upon the economic resources available to the Board as provided by the public and the State of Michigan, student population, and in accordance with this realization understand that in some instances it may be necessary to reduce the educational program, curriculum, and staff hereby agree as follows:
