NEEDLE EXCHANGE a. Pursuant to Public Law(s) cited in paragraph b., below, contract funds shall not be used to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
b. Public Law and Section No. Fiscal Year Period Covered
NEEDLE EXCHANGE. The Contractor agrees that none of the funds paid through this Contract shall be used to purchase sterile needles or syringes for the hypodermic injection of any illegal drug: Provided, That such limitation does not apply to the use of funds for elements of a program other than making such purchases if the relevant State or local health department, in consultation with the Centers for Disease Control and Prevention, determines that the State or local jurisdiction, as applicable, is experiencing, or is at risk for, a significant increase in hepatitis infections or an HIV outbreak due to injection drug use, and such program is operating in accordance with State and local law. (Sec. 527)
NEEDLE EXCHANGE. The Contractor shall not use contract funds to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
NEEDLE EXCHANGE. The Recipient shall not use Agreement funds to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
NEEDLE EXCHANGE i. The following language must be included in the terms and conditions of all funding documents:
(a) None of the funds made available by this agreement, in whole or in part, may be used to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
NEEDLE EXCHANGE. The Project Awardee shall not use contract funds to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
NEEDLE EXCHANGE. The Recipient shall not use contract funds to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug.
NEEDLE EXCHANGE. Subcontract funds shall not be used to carry out any program of distributing sterile needles or syringes for the hypodermic injection of any illegal drug in accordance with Public Law and DHHS annual appropriations act.
NEEDLE EXCHANGE. The aim of this element of the service is to provide needle exchange facilities in all areas of Calderdale where levels of intravenous drug use pose a challenge to Public Health and in so doing helping to protect the public from health risks associated with coming into contact with discarded injecting equipment providing opportunities for IV drug users to exercise some responsibility with their drug use and promoting ‘safer’ drug use within the community, for drug users themselves and their families.
a) Aims and intended services outcomes of the services
i. To assist the service users to remain healthy until they are ready and willing to cease injecting and ultimately achieve a drug-free life with appropriate support
ii. To protect health and reduce the rate of blood-borne infections and drug related deaths among service users:
a. by reducing the rate of sharing and other high risk injecting behaviours
b. by providing access to sterile needles and syringes, and sharps containers for return of used equipment
c. by promoting safer injecting practices;
d. by providing and reinforcing harm reduction messages including safe sex advice and advice on overdose prevention (e.g. risks of poly-drug use and alcohol use)
iii. To improve the health of local communities by preventing the spread of blood-borne infections by ensuring the safe disposal of used injecting equipment
iv. To help service users access treatment by offering referral to specialist drug and alcohol treatment and recovery centres and health and social care professionals where appropriate
v. To aim to maximise the access and retention of all injectors, especially the highly socially excluded
vi. To help service users access other health and social care and to act as a gateway to other services (e.g. key working, prescribing, hepatitis B immunisation, hepatitis and HIV screening, primary care services etc)
NEEDLE EXCHANGE. In addition to the service specifications above a pharmacy that provides a needle exchange programme will operate the services as specified in the current version of the Needle Exchange folder which contains:
a) Needle Exchange Protocol
b) Needle Exchange Patient Contract
