Notice of Recall f rom Long- Term Layoff. Notice of recall from a long-term layoff shall be sent to the employee by certified mail or personal delivery with a copy to the OPBA. The Employer shall be deemed to have fulfilled its obligations by mailing the recall notice by certified mail, return receipt requested, to the last mailing address provided by the employee.
