On Call Lists. Where relief is required for positions temporarily vacant due to illness, vacation, leaves of absence, or for regular employees temporarily substituting in higher paying positions pursuant to Clause 3.2 above, the Employer agrees to maintain a list of on call employees to provide such relief.
