The President of the Union or designee shall be accorded the privilege of addressing Board meetings for a reasonable period of time allocated by the Board upon request prior to the Board meeting. Collective bargaining in executive session, shall not be conducted nor grievances discussed at such meetings by the Union President during its presentation. This Section shall be applicable only if current legislation authorizing public presentations at Board meetings shall be repealed or designeedeclared invalid.
