Power System Controls. 1. Install one (1) RTU at the Generating Facility to monitor typical generation elements such as MW, MVAR, terminal voltage and circuit breaker status for the Generating Facility and plant auxiliary load, and transmit the information received thereby to the Distribution Provider’s grid control center. Notwithstanding that the RTU will be located on the Interconnection Customer’s side of the Point of Change of Ownership, the Distribution Provider shall own, operate and maintain the RTU as part of the Distribution Provider’s Interconnection Facilities.
2. Perform programming and in-service testing to add project to constraint management system including the addition of monitoring points.

Notwithstanding that the RTU will be located on the Interconnection Customer’s side of the Point of Change of Ownership, SCE shall own, operate and maintain the RTU as part of SCE’s Interconnection Facilities.
Power System Controls. 1. Engineer, design and procure Substation Automation System and point addition or bi-directional reads on the B-Banks.
Power System Controls. Expand the Whirlwind Substation RTU to provide additional points required for the Project’s 220 kV generation tie-line position. Note: If final engineering designates, this position may be ultimately shared with a 500/220 kV transformer bank. In that case, the circuit breakers and disconnect switches will have to be rated for 4,000 Amps.
Power System Controls. Modify points to the RTUs at Antelope Substation to support the SPS.
Power System Controls. Expand RTU’s at Whirlwind Substation to support the SPS.
Power System Controls. 1. Equipment required at Lebec Switchyard to receive the following information from PEF and transmit such information to the Participating TO’s Grid Control Center:
a. MW, MVAR, generator status, generator circuit breaker status and generator output voltage.
b. MW, MVAR, Bus kV and circuit breaker status on the new Pastoria–Lebec 220kV Transmission Line.
