Whirlwind Substation. The Participating TO shall install the Whirlwind 2nd and 3rd (3AA and 4AA) transformer banks.
Whirlwind Substation. The supporting infrastructure at Whirlwind Substation, specified in the AV Solar Ranch One LGIA, which has already been installed, for the termination of the Solar Ranch – Whirlwind 220 kV Transmission Line. A relay coordination study and re-set/test of protection relays will be performed, as required, to account for the new Small Generating Facility tap connection.
Whirlwind Substation. 1. Install a dedicated double breaker 220 kV line position to terminate the new AV Solar One-Whirlwind 220 kV Transmission Line which will include:
a. One 65-foot. high by 50-foot wide dead-end structure
b. Three coupling capacitor voltage transformers with steel pedestal support structures
c. Three 60-foot line tie-downs with 2-1590 KCMIL ACSR conductors
d. One GE L90 line current differential relay with telecommunications channel to the Generating Facility via the AV Solar One-Whirlwind 220 kV Transmission Line’s OPGW
e. One SEL-311L line current differential relay with telecommunication channel to the Large Generating Facility that is diverse from the L90 communication channel.
Whirlwind Substation. The Participating TO shall: Equip one 220 kV position at Whirlwind Substation to terminate the generation tie-line. Install the following equipment at the 220 kV Switchyard:
a. Two 3000A – 63kA circuit breakers
b. Four 3000A – 80kA horizontal-mounted group-operated disconnect switches
c. One grounding switch attachment (for lines grounding)
d. Eighteen bus supports with associated steel pedestals
Whirlwind Substation. 1. Install a dedicated double breaker 220 kV line position to terminate the new Aura-Whirlwind 220 kV Transmission Line which will include:
a. One (1) 65 feet high by 50 feet wide dead-end structure
b. Three (3) 0.003MFD coupling capacitor voltage transformers with steel pedestal support structures
c. Three (3) 60 footline tie-downs with 2-1590 KCMIL ACSR conductors
d. One
(1) GE L90 current differential relay with telecommunications channel to the Generating Facility via the Aura-Whirlwind 220 kV Transmission Line’s OPGW e. One (1) SEL-311L current differential relay 2. Telecommunications- Install all required light-wave, channel and related terminal equipment to support the Aura-Whirlwind 220 kV Transmission Line protection, SPS, SCADA, and Participating TO’s applicable voice and data requirements.
Whirlwind Substation. The Participating TO shall: Equip one 220 kV position at Whirlwind Substation to terminate the Aura-Whirlwind 220kV Transmission line and expand existing Whirlwind RTU to install additional points required for the Alta Q175 220 kV gen tie position and update RTU with new protection relay points. Install the following equipment at the 220 kV switchyard:
a. One 80 Feet High by 45 Feet, Wide dead-end structure
b. Two 3000A – 50kA circuit breakers
c. Four 3000A – 80kA horizontal-mounted group-operated disconnect switches
d. One Grounding Switch Attachments (For Lines Grounding)
e. Eighteen Bus Supports with associated steel pedestals
Whirlwind Substation a. Utilize the 220 kV switchrack position to terminate the Desert Star- Whirlwind 220 kV Transmission Line. This work includes: one (1) 220 kV dead-end substation structure, three (3) 220 kV coupling capacitor voltage transformers with steel pedestal support structures, and three (3) 220 kV line tie-downs (Note: subject to detailed engineering, this position may be ultimately shared with a 500/200 kV transformer bank).
b. Utilize the following protection relays:
i. One (1) G.E. L90 line current differential relay or its equivalent successor with telecommunications channel to the TOT573 (Q746) Project via the OPGW on the Desert Star-Whirlwind 220 kV Transmission Line and OPGW on the Desert Star-Garland 220 kV Transmission Line.
ii. One (1) SEL 311L line current differential relay or its equivalent successor with telecommunications channel to the TOT573 (Q746) Project via the diverse route.
c. Utilize the corporate environment services and ground grid analysis as specified in the TOT573 (Q746) LGIA to support the interconnection of the Large Generating Facility.
Whirlwind Substation. Perform a relay coordination study and re-set/test of protection relays, as required, to account for the new Large Generating Facility interconnection.
Whirlwind Substation. Utilize the Network Upgrades portion of the 220 kV position at Whirlwind Substation, as specified in the TOT573 (Q746) LGIA, to terminate the Xxxxxxx West Project generation tie-line with the following Network Upgrades: i. Two (2) 3000A – 63 kA 220 kV circuit breakers ii. Four (4) 3000A – 80 kA horizontal – mounted group-operated disconnect switches iii. One (1) grounding switch attachment iv. Two (2)-1590 KCMIL ACSR conductors as required
Whirlwind Substation. At Whirlwind install two (2) G.E. N60 logic processing relays or equivalent successor to send additional tripping signals to the generation project.
