Prior to Change of Position. ‌‌ No employee may be changed to a new or different position unless: (1) selected by means of an established EEO recruitment or (2) reassigned to a position and the reassignment does not result in a vacancy for which a recruitment would be required, or (3) promoted to the next step of an established career ladder.
