PRODUCT MANDATORY REQUIREMENTS AND EVALUATED QUALIFICATIONS. To determine which proposal provides the best value, the evaluation committee will evaluate each responsive and responsible proposal that has not been disqualified or rejected using the following criteria. Offerors may respond to one (1) or more of the product categories. Each product category in Section 4 has a series of mandatory minimum requirement line items and a series of product related evaluated qualification line items.
