PROMOTION AND TRANSFER. In all cases of transfer or promotion, the following factors shall be considered: (a) skill, ability, qualifications; (b) seniority. When the factors in (a) are relatively equal, (b) shall govern. However, if senior applicants are refused a position, they will be given written reasons for such refusal.
