Promotion, Transfer, Demotion, Release. In the promotion, transfer, demotion, or release of employees, qualifications and ability and past job performance, including initiative, ability and competencies, shall be the determining factors and where two (2) or more people are equal, the one with the greater seniority will be selected. Seniority shall be calculated at the end of the pay period immediately prior to the posting.
