Qualifications of Personnel. The State and the Technical Expert acknowledge that the minimum qualifications below establish only minimum levels of qualification that may not be appropriate for all projects. The State reserves the sole right to approve staff performing services under work authorizations issued under this contract. Shall demonstrate authorship/production of a report for at least one project in each of the preservation categories. Only one principal investigator will be proposed for the contract. Must be able to plan and direct mitigation materials related to environmental projects designed for public consumption. Must be familiar with the creation of marketing and mitigation materials, both print and electronic. Must be able to conduct media outreach and clarify the State’s point of view to their main constituency. Responsible for publishing official mitigation materials, identifying and preparing exhibits and all other tasks required for arranging project or campaign materials for use by the State.

CDF is accustomed to utilizing cultural resource survey work conducted by archaeologically trained Registered Professional Foresters (RPFs) during its review of Timber Harvesting Plans (THPs) prepared in conformance with California’s Standards Forest Practice Regulations (14 CCR Sections 895.1, 929, 949, 969). During THP reviews, CDF is responsible for reviewing the adequacy of cultural resources survey work completed by RPFs; but, since CDF does not directly supervise this work, CDF’s role is regulatory in nature. During these reviews, uncertainty regarding the professional adequacy and Guidelines (48 FR Parts 44716 et seqreliability of cultural resource work supporting the THP occasionally exists. CDF responds to this uncertainty by making numerous field inspections and requirements used developing review questions to be answered by those the RPF prior to CDF’s approval. For projects covered by this plan, the relationship between archaeologically trained resource professionals and CDF Archaeologists will be at a high level of technical supervision and oversight by the National Park ServiceCDF Archaeologist at each key step in the cultural review process. The CDF Archaeologist shall perform regular and timely quality control, and previously published work review and inspection, both in the Code of Federal Regulations (36 CFR Part 61); hereafter SOI Standards) office and in the Texas Historical Commission’s Rules of Practice field, and Procedure (13 TAC Chapter 26).
