REASONS FOR RECOMMENDATIONS. 2.1 As reported at ARG Committee in June 2018, the Council is required to be party to this transaction in its capacity as freeholder of the relocation site (Plots 53 and 54) and as agreed within the BXN legal documentation.
2.2 In September 2018 the ARG Committee delegated authority to the Deputy Chief Executive to confirm and approve the exchange of these contracts between the BXN Partners, L&Q and the Council.

REASONS FOR RECOMMENDATIONS. 1.1 The development of a Section 75 Agreement will ensure the Tier 2 CAMHS provides a quality provision to the young people of Nottingham within one service, thus allowing for both health and social care needs to be met through one team.
1.2 Nottingham City Council is going to continue to provide the social care element of the Tier 2 CAMHS and will not be out-sourcing this in the near future. Therefore to ensure an integrated service remains in place the NHS funding will need to continue to fund the City Council service.
REASONS FOR RECOMMENDATIONS. 1.1 To ensure the efficient operation of an ‘open access’ network it is necessary to offer exclusive rights over the ducting to a single operator to construct and operate the fibre network and then make it available to customers and service providers on a commercial basis. To meet obligations under EU procurement law and the Council’s own financial regulations, it is necessary to acquire the operator through an open tender process.
1.2 The contract will be awarded to the most economically advantageous tender to allow the Council to consider wider benefits including the quality of the solution proposed by each tenderer.
REASONS FOR RECOMMENDATIONS. 2.1 Approving the FFL Indemnity agreement will ensure that members and officers are indemnified when they are performing duties on behalf of FDC, subject to certain exceptions, including those required by law.
REASONS FOR RECOMMENDATIONS. 2.1 It is expected that the contract for Housing related floating support and specialist mental health floating support services to be put into place with Barnet Homes will support the council to achieve the following outcomes: - • To support people to remain in their own homes, to maintain high standards of independent living for longer, to avoid social isolation and to prevent and reduce the use of high-cost residential placements at a later stage in life.
REASONS FOR RECOMMENDATIONS. 2.1 The Business Case demonstrates that the hypothecated PSR savings of £1m from Adult Social Care budgets (£150,000 in 2016/17; £250,000 in 2017/18 and 2018/19 respectively; and then £350,000 in 2019/20) can be achieved by delivering this programme of work, provided the right level of invest-to-save funding can be made available in the period to allow for people to be treated in the community and in their own homes, outside acute and residential care settings.
2.2 The BCF Plan underlines ambitious plans for transforming and integrating health and social care in Barnet and so lays the foundations for these savings. It explains: • How schemes contribute to achieving target benefits and outcomes and expected change in activity and financial benefit derived. • The work being done to maximise the chances of meeting these aims.
REASONS FOR RECOMMENDATIONS. 3.1 Endorsing the FFL SLA will enable FFL to progress and meet its Business Plan objectives.
3.2 The Business Plan sets out the priority projects, financing needed and an agreed set of project parameters.
3.3 This agreement will allow the Council to fairly charge for services provided and will have a positive revenue impact on the Council’s financial position.
