Business Case. The County Council has prepared an Outline Business Case which provides the mandate for the project.

Business Case. There is an ever-increasing body of evidence that points to the fact that climate change or global warming is the largest single threat faced by the world today. International, national and regional policies outline the need to reduce harmful emissions of greenhouse gases such CO2, a major contributor to climate change. The Council has recently published its Carbon Management Action Plan and associated emissions reduction targets. This proposal outlines a scheme to further reduce CO2 emissions as a result of the direct operations of major partners in the LSP by rolling out a project to develop individual Carbon Management Action Plans (CMAP) for all partners involved. It is envisaged that at least another seven partners will be engaged in the project. Delivery of the CMAPs will be through a partnership approach with the Carbon Trust. Pump priming funds will be used to help develop the CMAPs, possibly through using consultants from the Carbon Trust to work with partners to develop realistic targets for the reductions. Estimated costs: £25,000 per year ; £75,000 over 3 years REWARD ELEMENT TEMPLATE Reward Element – Target RE06/EV07 Increasing use of off-highway cycle ways The development of an off-highway cycle route network will provide greater awareness of the health benefits cycling can offer and encourage the presently sedentary members of the community to adopt a healthier lifestyle and make it easier to cycle more. The routes encourage cycling commuter use, utility and leisure trips, and provide off-road sections to the benefit of the local communities. Indicator by which performance will be measured Inductive loop cycle counters have been installed at 10no sites on the Calder Valley Cycleway, the Xxxxxx Trail and off-highway ‘Safer Routes to Schools’. Current performance Nine sites are covered using three data collection packs by rotating each for a one-month period during each season. The counter at Centre Vale Park, Todmorden is a permanent site. The collection of data commenced in November 2005 with the baseline level to be determined from the 2006/07 data. Business Case. This is a priority Because assisting offenders to access and sustain accommodation is one way to stop the revolving door of re-offending. In enabling offenders to access a ‘fresh start’ on leaving prison we would hope to stop the rate of re-offending. With younger clients it provides a first step to stability and independence. It will deliver a clearly identified gain There will be a clear gain in so far as it will impact on rehabilitation of offenders and diminish costs associated with crime and homelessness. The existing Comprehensive Rent Deposit Scheme Pilot has shown that bringing in additional resources and targeting them appropriately can have a dramatic impact in the delivery of services. This proposed area of work will help make a major contribution to the agendas of rehabilitation of offenders, reducing crime in Calderdale and tackling social exclusion. It rolls out good practice developed through the Comprehensive Rent Deposit Scheme for drug treatment user to a much broader client group. There is clarity about delivery, it can be monitored and reflects a holistic approach. The delivery of service will be co-ordinated by the Housing Advice Centre, where there is already a proven track record of success around this kind of service (The Housing Link Worker currently works across Housing Advice and the Drug Intervention Programme). The project will report to the Safer Communities Partnership and West Yorkshire working on offender rehabilitation.
