Replication Guide Goals. The Final Replication Guide aims at guiding local and regional governments in Europe to implement the PlastiCircle approach for the circular economy of plastics, based on the tests piloted in three cities between 2018 and 2020: Valencia (Spain), Utrecht (the Netherlands), and Alba Iulia (Romania). The project builds on four different steps of the plastic waste management chain, namely, collection, transport, sorting and reprocessing, making it possible to adapt to local realities and implement it partially (introduce some of the technologies to the city’s plastic waste management system or introduce the first two or three steps) or in a whole (all four steps). Among the perceived benefits in the pilot cities are: • increase in packaging collection • reduction in the costs of transport • increase in the quality of recovered plastic • added value to new products from recycled plastic This document aims to provide guidance for local politicians and decision-makers, as well as plastic industry representatives that seek to improve plastic packaging waste management in their cities. The main objectives of this guide are to share lessons learnt and inspire other cities and regions to implement the PA and enable interested stakeholders to participate in this process. In addition, the guide aims to: • provide a knowledge base to map risks, identify vulnerabilities and other factors that make planning less effective; • present and explain good practices that can be implemented to guarantee better results; • separate the best recommendations for cities interested in replicating the approach, and • show the variances and similarities of the PA in different backgrounds.
