Resignation and/or Retirement. A person who retires under the provisions of the State Retirement Act or who is to be laid off or terminates his employment and who has accumulated annual leave, shall be granted a lump sum payment less appropriate deductions for annual leave for the time so earned not to exceed the maximum accruable for his years of actual service.
