Key Questions;  Is there a mechanism such as a Memorandum of Understanding (hereinafter referred to as the “MoU”) in place governing the roles and responsibilities of the other government organisations in relation to implementing the VPA?  Is the MoU reviewed, and if so how often?  Are these organisation aware of their statutory responsibilities and do they understand them?  Do they have adequate resources (personnel and equipment) to undertake their responsibilities effectively?  Is there a verification system in place to verify that these organisations are undertaking their VPA-related responsibilities adequately and effectively?  How often is this verification done? Are reports generated from these verifications and are they publicly available?  Is there a system in place to use the outcomes from these verifications to improve the GTLAS continually?
