Right of Way Management Plan. It may be necessary to jointly prepare and execute a right-of-way management plan to identify and resolve mutual concerns specific to a certain project. The FOREST SERVICE will take the lead in developing the plan unless otherwise agreed. Preparation and subsequent modification of right-of-way management plans will be carried out at the Forest level. The plans will be approved by the Forest Supervisor, and approved on behalf of the STATE by the District Supervisor, or other appropriate management official. Joint field review of rights-of-way is important to assure mutual understanding of needs, treatments, and objectives.
