Rules of Procedure and Code of Conduct. 1. Dispute settlement procedures under this Title shall be governed by the Rules of Procedure adopted by the Trade Committee at its first meeting following the entry into force of this Agreement. The Trade Committee shall also adopt at such meeting the Code of Conduct for arbitrators. 2. Any hearing of the arbitration panel shall be open to the public according to the Rules of Procedure, unless otherwise agreed by the parties to the dispute.
